Resilience: The Panacea for Vulnerability Reduction?

Resilience is considered today as the panacea for curing vulnerability, the solution to risk prevention, emergency crises management and post-disaster recovery. It is considered besides as the key factor in private and collective adaptation processes to major changes and threats, such as climate change.
Thorough search and analysis of the operational aspects of Resilience however reveals both positive and adverse aspects, i.e. on the vulnerability of own selves and others’, of the confronted threat and others, on present and future vulnerabilities etc. This search and analysis is based on relevant literature review, the introduction of novel theoretical concepts and case study material drawn on several experiences of disaster cycles and adaptation processes in Europe and internationally.
