Ex-ante Evaluation of Objective-2 Regions (1994)

Under Objective 2 of the Structural Fonds of the European Union regions in which industrial employment is declining and the rate of unemployment and the share of industrial employment are above the EU average may be assisted by the Regional Fund (EFRD) and the Social Fund (ESF). The list of assisted regions is jointly determined by the European Commission and the Member States. While the amount of assistance is determined using a fixed allocation scheme, the assisted regions have to submit so-called regional programmes for the utilisation of the subsidies. The regional programmes are assessed by the Commission with the help of external experts with respect to criteria such as relevance to objectives, internal consistency and coherence, expected effectiveness and compatibility with other policies of the European Union. IRPUD was involved in the ex-ante evaluation of regional programmes of the programme period 1994-1996. Together with research partners in France, the United Kingdom and Spain 22 regional programmes of regions in France, Belgium, Luxembourg, the United Kingdom, Spain and Southern Germany were evaluated. IRPUD was responsible for evaluating the regional programmes of the Objective-2 regions in Bavaria, Rhineland-Palatinate and Saar.
