Legal Problems of Land Provision for Urban Revitalisation of Inner Cities in East Germany (1995- 1996)

Unsettled land claims are still a significant obstacle for the revitalisation of inner cities of the new Länder. The study for the Deutsche Seminar für Städtebau und Wirtschaft asked in how far new land regulations and land policy instruments and institutional solutions might be applied to remove or at least reduce these obstacles and so support and accelerate the revitalisation process. The study started from empirical evidence from selected case cities. These were the basis for conceptual considerations on innovative legal, administrative and institutional solutions to the problems. Among them land-fund solutions played a prominent role.
